Would refers to future?

1. If you ask me, I don't think it is wise of you to leave the task to him. Maggie would be a better choice.

1. Does "Maggie would be a better choice" imply the choice hasn't been made yet? And does it imply a condition?


2. I don't think that he would take such a decision.

2. Does this imply he hasn't taken such a decision yet rather than he has already taken it? And does it also imply a condition?
