Would - past of 'will'

Hi teachers,
Is 'would' in the following context used as the past tense of 'will'?
A: Your clerk told me it would take a week at the most. (Reported Speech)
A: Your clerk told me "It will take a week at the most". (Direct Speech)

If that is so, a paraphrase for 'Your clerk told me it would take a week at the most' could be, 'Your clerk told me it would require a week, maximum'? Right?
