"would" - past actions

Can we use "Would" in negative and question forms when it is used to describe past actions?

So, "would" does have negative (S + would not + V) and question form (Would + S + V?) when it is used to describe past actions? I thought that native speakers use "used to" instead of "would" in those cases.

'Used to' is perhaps more common in speech, yes, but there is nothing impossible about 'Would?' and 'wouldn't'.
