Would or Used to?

Hi teachers.

Which is the option for the blank here?

Orientalism refers to the Orient or East. In the later Roman Empire, the East ---- include most of the Eastern Roman Empire from the Balkans to
Greater Syria.

A- would
B- used to

I think both of them are fine. What do you think?

(B) doesn't work very well for me. (A) is suitable if, at this point in the narrative, the later Roman Empire is still in the future. Otherwise one would say "included".
