Would not will

Hi

Once again, I'm confused by the use of would by two native speakers. Could you please tell me why would has been used here instead of will?

A simple and effective Search Function would be useful.

I'd just like to mention once again that the search by post number feature, which EF used to have years ago, would be welcomed by at least one member.


What about  "will be useful" and "will be welcomed"?
