Would like to have natives' opionion on this page.

I was browsing English sites and this one kind of tripped me up a bit because I am having a little trouble comprehending the content as to what the university's staff was trying to say. Is it me or the person who wrote the webpage. Thank you for the comment in advance.

The reason I posted this article was because I felt the writing was a getting a bit wordy and the sentences were too long. It didn't come off as clean and smooth when I read it. So I was wondering, was the problem my comprehension? or the construction seemed a little bumpy. There is no grammar issue that I could see. Just wonder if the tone sounds off to yo
