Would it be acceptable to say "Long live!" without even mentioning the name of someone being greeted when his/her name is given in the sentence?

Would it be acceptable to say "Long live!" without even mentioning the name of someone being greeted when his/her name is given in the sentence? For example, When Kenneth saw the prime minister enter the city gate, he said, "Long live!"

It would, at least make some sense - but it's not an expression I've ever heard!
