Would, insisting?

Would anyone please explain the use of "would" in here?

"It really amazes me that you would waste precious time worrying about proper procedures when a serial killer is on the loose."

The would here means insisting, I guess. Then why is it in the past tense form? Please help! Thanks!!!

It is a polite form of 'will', I think. In any case, the past would be 'It really amazed me that you would have wasted precious time ...when a serial killer was...'
