The only way I can make sense of it (actually no sense at all) is that Lionel is Clark's father. Each is a Luthor. Lionel is suggesting that Clark should have committed patricide long ago.
Since he has not done so, he is not worthy of the Luthor name.
Lionel has either failed to raise Clark properly, or has failed to pass on the proper genetics.
