Would have heard

"You would have heard consequently the prime minister’s announcement that the threat level has moved from critical to severe which of course still means that an attack is highly likely." (The Guardian.)

Does the verb phrase "would have heard" mean that 'you probably had heard [the announcement]' in the above?
