Having six huge reservoirs, the Kali river basin contributes a major share to hdyel power production in the state. It """"would have been """"safe to presume then that villages around the birthplace of Kali get adequate power supply.

here why should we use "would have been" and why we shouldn't we use "would be"

Only if you are quite certain. "would be / would have been" are much less certain. and might be a lead-in to a contrary opinion.
