Would had/have been

Hello,
Please tell me which one (would have/would had or something else) is correct in this sentence "According to the Management statement, published in the 2012 report, in 2013 the focus would have/had been placed on...". Note that we speak now, in 2014.

Would have been . "Would had been" does not work in any context. " is possible, but it would change the meaning.
