Would be +ing

There was a very good chance that Liza had already found the murder weapon and it was now locked in the evidence room. By tomorrow, Hud worried that he would be arresting Angus. He didn't even want to think what that would do to Dana.

Hi, I'd like to know the difference between (would be arresting) and (would arrest). Are they interchangeable? Is (would be arresting) more emphatic, which is the reason the writer chooses to use Continuous tense? Thanks~
