Would be held vs was to be held

If only the Air Guitar World Championship ............................ in Zimnicea and not in Oulu, Finland! I would certainly afford going and I would most certainly win!

a. was held;

b. was to be held;

c. will be held;

d. would be held


I think it's either b or d, but I don't know which one is more 'correct'.

I believe that the expected answer is (a). It rather depends on one knowing that the Championships are held in the same place each year.

The second sentence is incorrect. Presumably it was supposed to say "I could certainly afford to go ...".
