If I ask a question and the person reply "That would be correct. Never.", should I assume that it is really 100% correct. Why he doesn't use "That's correct. Never". Are these two sentences the same?

Thank you but now your “that is never correct” confuses me... So the situation is this - I asked -“you were never there before”, and the answer was “that would be correct. Never”
Do you mean that it’s a lie, or just an answer with annoyed intonation, or the same as “that’s correct ...”
