If only the committee _______ the regulations and put them into effect as soon as possible.

A) approve B) will approve

C) can approve D) would approve

The answer is D. I don't know why D is correct. It must have something related to subjunctive mood. Am I right?

Yes, it's a kind of wish. You could replace "if only" by "I wish" > "I wish the committee would approve ..."
