Would and could

Hello friends,

Please, tell me why is " would and could" used in the sentences below?

1- I guess technically a tiny house is, I would say a structure probably under the wheels what would be the max you could make?

2- I would think it would be wheels because to get around most codes---

2. This makes little sense. I wonder whether "codes" should be "corners", but it is an odd typo to make. "would" is again tentative/speculative.
