Would

A: It would seem that he’s been working on the project for years.
B: A lockdown would seem imminent if the Omicron Corona variant were more dangerous than the delta variant.

So, would in sentence A is not conditional and would in sentence B is conditional. Am I right? What is the difference in the usage of woulds in the sentence above?
