Would can be used to mean probability but my question is, are all the possibilities probabilities and all the probabilities are not possibilities, right?

eg

10 million lottery tickets are sold. Bob buys one. Tom buys 9,999,999.

It is possible that Bob will win, but it is not probable.

It is possible that Tom will win, and it is also probable.
