Would

The tradition of wearing a special white dress for the wedding ceremony started over 150 years ago in 1840, when Queen Victoria married in white. Before that, brides wore all sorts of colors(even black!) and most could not afford to buy a dress that they would only wear once.

1- "And" is a coordinating conjunction that we use a comma before it if it is combining two independent clauses. Isn't it functioning in the same way here?

2- Wold wear? Which tense is it?! why would? I can't figure it out.

3- why is there a comma after 1840?

4- That they would only wear once = is it a "content clause"/ Noun clause? I think it is an adjective clause
