Wouldn’t is a refusal to follow a polite request.

‘Would you please stop talking.’

Response received: ‘He wouldn’t stop.’

A less polite request would be ‘Will you please stop talking!’

Response received: ‘He did not stop.’

And a command would be ‘Stop talking!’

Response received: ‘He refused to stop.’

Some people might substitute ‘can’ for ‘would’.
