Would

Can the word 'would" have a meaning of obligation in some technical texts or it is more correct to understand it as a habitual action (not only referring to the PAST, but PRESENT also) ???

E.g.: Precautions would be taken in curing fish. (in other words "should (must) be taken OR: are usually taken) ???
