So far, Donald Trump has picked up Jeff Sessions for Attorney General. If he becomes attorney general, he would be in charge of enforcing our nation's civil right laws.

What does would mean here? Does it mean politeness? Does it mean second conditional meaning 'if he became attorney general he would .....'? Please help.
