Would

A: How much cash do you think we need?
B: I would say about $140.

Does would have an implied if clause in the conversation above?

One more example,

A: I am so pissed off with Rock. I am say shut you mouth to him the next time he interrupts me while I am talking my girlfriend.
B: I would just say, 'we are about to have a private conversation; please leave me until I am done.' to him instead.

Does would in the sentence have implied if clause? I know the conversation sounds stupid. I am just trying to learn to use would.
