Why is WOULD used in the last dialogue? Is that dialogue in the present, past or in future?

A: George, we are going to get the interview with Pannet written by best reporter of New York City.

B: Can I tell you one thing?

A: What?

B: You are foolish.

A: Why WOULD say a thing like that?
