There was a similar question recently.
It feels to me when I hear it that "it wouldn't be the first time that..." is saying, "if I were to ask you (whether it were the first time that)..." or "if it were to be properly considered...", i.e. a hypothetical future question, and this all makes for a gentler way of questioning. In the example, he goes on to press the question, "would it?"
