Would with the meaning characteristic activity.

She would cause the whole family to be late, every time. Is the verb 'cause' an action berb here?if yes, how? Please explain.

I thought it would be helpful if we reasoned it out together, starting with examples designed to clarify the definition of an action verb. Evidently you don't want to do this.

I consider 'cause' to be an action verb.(although a weak one) in all these examples.
