Would

A: In the Ninteeth century, poor people would be very happy just to get shoes, only the rich people would wear shoes.
B. In the 18th century, a plane wouldn't carry more the 30 people.

My questions is how does would work here? Is it used to say that something used to happen in the past but no longer happens now? Please help.

Correct. It is kind of like the past tense of "will".

Here is slightly better version.

In the Ninteeth century, poor people would be very happy just to get shoes, only the rich people could wear them.

The reason is that it was easy for rich people to afford them therefore usage of 'could'.
