Would

Could you please explain with what meaning of 'would' is used in the sentences? It's really confusing.

A: "leaving the situation as it is in Libya without a firm intervention to curtail these terrorist organization would be a threat to international peace and security", the minister said. My question is, how does 'would' work here in the sentences? Is it used to give minister's opinion?

A: Sir, when would we be leaving?
B: At 12 pm.

How does would work in this sentence? Is it used to ask respectively?

Please help. The word 'would' is so confusing.

The 'would' here shows that the speaker thinks you will not jump off the roof, or at least that you are very unlikely to jump off the roof..

One more question here,
what about this sentence,
the judge in the court says to a guy, "the brother is the criminal would be you" and the guy says, "yes Mam". how does would work here. cause it definitely does not mean that it is impossible for you to be the criminal's brother? Please help. what does would mean here?

so here even though 'sir' knows that the correct answer is option two, why did he use the word 'would'? how does the word work on the sentence? he could have said just

At your level of English, I suggest you don't need to understand this use of 'would'. Wait until your English is at a higher level. OK?
