Grammar

would

Dear teachers,
I would appreciate it very much if you could explain it to me why Would is used in a non-conditional sentences as below:

1/ (in an announcement of recruitment ) -Candidates with advanced degress are preferred.
-Proficiency in English would be an advantage.
Why don't the use "WILL" here .I have consulted a lot of grammar books ,but they just say "WOULD"is used when something in the present does not exist or is not real ,for example:I’m not going to bed yet. I am not tired and I wouldn’t sleep (if I went to bed ).

2/ The prime minister said " It would be good if we can hold a meeting for the settlement of Kashmir dispute in Tokyo."

I'd say "Proficiency in English is preferred."

(Advanced degrees.)

In #2, the conditional is right here "If we can."

Thank you very much Grammar Geek, but to be frank ,I'm still confused aout the use of' Would' here. Can we use WILL instead of WOULD in #1 ?and why don't they use WILL in # 2?Similarly your sentence is " If the candidate has such proficiency, it would be preferable .Why not "WILL be preferrable" ?

Normally my grammar books say " If + present tense , WILL .For example :If I

Preference will be given to candidates with proficiency in English. (There WILL be candidates with that qaulity, and they WILL be given preference.)

Proficiency in English would be preferable. (If such candidates should be part of the application pool.)

"It would be good if we could hold a meeting for the settlement of Kashmir dispute in Tokyo."

I would also use 'could' instead of 'can' to be consistent with 'would'.
