2 is correct.

Sentence 1 would make sense if you had been working at the library, answering the phone. People kept calling to ask whether the library was open. Since it's a passive sentence, we don't know who was calling.

1. Throughout the summer vacation, I would be called to check if the library was open. This is correct grammar, but it means that people called you to ask if the library was open. Perhaps you are the librarian?

2. Throughout the summer vacation, I would call to check if the library was open. This is active, not passive.

You could also say Throughout the summer vacation, the library would be called by me to check if it was open. However, it's not a very elegant sentence.
