Working hours

Hello... I'm a team leader and I wrote the email below to my team asking them to respect the office hours. the email could be tough or aggressive but this is what it should be.
I appreciate if you can revise the language and tell me before i send it if there's something wrong. Thanks in advance.

Dear All,

I have noticed recently a lot of cases when you come late which is totally not acceptable.
You are all obliged to respect the official working hours and provide a permission letter for the following cases:

1. Want to take a complete day off or part of it.
2. Coming after 9:00 AM for any reason (even if you worked till night).

Thank you for your understanding & helping maintain a professional environment.

You are correct in thinking the letter is rather strongly worded. Might it be worth considering making some of the sentences more 'passive' - thus not to cause resentment. g.
