Could you help check the following sentence?

"The application form is still being worked out."

What I want to say is that I am still working on the application form, changing its layout, etc. Does the sentence above reflect this meaning?

1. "work out" is informal. You might SAY that, but when you're writing, I would use a more formal expression like "finalize" or "optimize"
