Context might help. I take it as a stylistic device. The "on" is superfluous, and serves for emphasis.

Take it on out.
Bring 'em on in.
Round 'em on up.
Bring 'em on over.
Drive 'er on in.
Come on down.

Edit. I agree with Clive that "on" adds a sense of continuity.
