Work as a volunteer at/for/to/with Oxfam

Which preposition is correct in this sentence:

"He worked as a volunteer ... Oxfam"

A. at B. for C. to D. with

I chose B, but I am not sure it is correct or not as I also saw sentence: "Volunteer with us"
