But it's not a sentence. It's more of a newspaper headline.

Neither rendered nor declared sounds better because they have two different meanings.

All you need to do is use the word that says what you mean.

Were the police made useless? Did something make them useless? Then use 'rendered'.

Did someone say, state, or claim that the police were useless? The use 'declared'.
