This machine is attested to be the best in the world. No. This is not the best use of 'attested'. It should be more like
The high quality of this machine has been attested to by several experts. (This is the passive.)
Here's another example:
The genuineness of the document has been attested to by a proper public official.
I have [ the impression / the feeling ] that he is wasting my time. (Both mean pretty much the same? Yes.)
