Is a word 'toddler' used only reffering to children between the ages of one and three? Can I use it as a synonym to 'baby' when talking about a child less than 1 year old?

I'm writing an article about teething toys and I need more synonyms to use instead of 'baby' and 'infant'. Will it be appropriate to say 'toddler' about a child who goes through teething?

No. A toddler is not generally still teething. You could say "child."
