Word reversal in phrases

Hi, I was wondering if anyone knows the name of the technique whereby you reverse the words in a phrase (I'm sorry, I can't think of a better way to explain this). For example, "say what you mean and mean what you say, because those who matter don't mind, and those who mind don't matter". I often think it's such a clever technique!
