Word request

What is the word for someone (say, a politician) who is excessively obsessed with a certain region in his country and doesn't allow the people of the same country but a different region to use it's resources and feels that people of a certain region should use the resources of that particular region only? Can we use the word 'parochial'?

Because of possible confusion with religious institutions, I think I would use provincial. (Even in the US where we have states rather than provinces.)

I think that the term provincial is generic enough to use in your case.

Parochial sounds fine to me. I very commonly see it used in non-religious contexts.
