Word Order - "There ARE EVEN many people..." or "There EVEN ARE many... "

Hello, I need help with the word order in --are even-even are--. eg: "There are even many people who don't use the internet at all" . "There even are many people who don't use the internet at all."

There are many people who don't even use the internet at all.

My second choice is before 'many'.

As a rule, you can safely put even before the word/expression it qualifies:

Even he bought a book.
He even bought a book.
He bought even a book.
