word order

Hi

When do you usually use these words, and what is the rule...?

--- I'm just curious why can't I say: "..... and what the rule IS...?" I suppose the second part of the sentence is a sort of separate sentence and that's why I have to say: what is the rule? instead of "what the rule is?"
