Word interpretation

Example:

Menu
2 pieces chicken
Hamburger
Spaghetti

Can I have one portion of chicken, please?

If I say one portion, does it mean one part of chicken, eg. one leg or one thigh?
Or does one portion mean one order, ie. one order of two pieces of chicken? Thank you for your help.
