Word class

What word class is the word 'how' in this context?

How stupid a mistake and how nice of you.

Are they kind of adverbs, or what? Since the word 'too' is an additive adverb, so is how also an additive?

Maybe a "rating" adverb? (I'm not sure they do exist, though...)

Both uses of 'how' strengthen the adjective following; therefore they are adverbs. I don't
