Word choice: generate, induce or prompt

I have made up the example below.

(1a) Last month, the government proposed legalizing marijuana. Citizens worry that it might have negative effects on youngsters.

My non-native English speaking friends think "have negative effects" is correct. They are wondering if other verbs can be used in this phrase.

(1b) Last month, the government proposed legalizing marijuana. Citizens worry that it might generate negative effects on youngsters.

(1c) Last month, the government proposed legalizing marijuana. Citizens worry that it might induce negative effects on youngsters.

(1b) Last month, the government proposed legalizing marijuana. Citizens worry that it might prompt negative effects on youngsters.


Do any of the verbs "generate/induce/prompt" work in this context? Thank you very much for your help and time.
