Word choice

The teacher told the children to talk/speak/chat.
Which word should be used?

"chat" means talk amongst themselves informally, e.g. during a break in the lesson, but the teacher wouldn't usually tell the children to do that. The teacher would more likely let them chat.

More information is needed for the other cases. In itself, "told the children to speak" seems lacking. Speak about what, and for what reason?
