It looks like they want a. over

I'm assuming this is a phrasal verb exercise since obviously you can say something like "When is your break over?" but that's clearly not a phrasal verb.

I agree with MalRey about what the questioner is looking for (a: over) but I don't think it is right..

- I saw the waves break over Echo beach

..seems natural to me
