"Plastic sashay" has the same pronunciation, but the meaning is different:

Plastic sachet: a small bag for dried flowers, made of plastic netting.

Plastic sashay: a strutting walk that is offensively phony.

I would call it a single-serving pouch. You tear it open and put the instant coffee into hot water.

If there is tea inside, and you do not open the container, but put it in hot water to make a cup of tea, then it is a tea bag.
