"Won't" "Would never"

I've heard this quite often, sometimes when people say "I won't" and followed quickly by " I would never"
I know "I won't" means they will not do it the future, but "would never" does it have something to do with the conditionals, like "I would never do that, if I had the chance" ?

I thought "would" in that case expressed the uncertainty of the speaker..

I don't think so; the presumed condition makes it quite certain:

I would never [do that, even if I were tortured, threatened, etc]
