Wondering [the whole way down], 'Why the hell~?'

I have asked the following on another site, but I didn't got the answer.
So, I'd like to hear of your opinion on the following, if I may.

Hitch tried to get on the staring bus Sara is on running to fall down due to the sudden stop of the bus.
... Sara ask him why he did that and Hitch answer.

Hitch: Because that's what people do. They leap and hope to God they can fly.
'Cause otherwise we just drop like a rock wondering the whole way down,
'Why the hell did I jump?' Here I am, Sara. <The rest is omitted for the rule #4>

I'd like to know here what "down" role plays and what it modifies.
